The dimensions you’re providing is for total length of the fixture or for each individual light if it’s only 11” does that include the socket portion of the fixture
The products 'wingspan' (from tip to tip on opposing panels) is 11 inches. The tip of the socket to the face of the LED panels is 5 inches (the socket itself is roughly 1.2 inches so the panels will reach 3.8 more inches when fully opened.

The brightness should not be affected by the cold, but instead it should be beneficial for it. Research shows that LEDs do much better in the cold over incandescent. This is due to the material used, polycarbonate, and LEDs being more resilient in colder temperatures.
